Khamer will rely mostly on his powerful spells in combat. Often he will use Stop, preventing an ally from acting. His Quara attack, always multi-casted, deals significant damage to the entire party. Veilga will prevent physical attacks from reliably reaching Khamer and Khint. Rarely will he use his physical attack, which is much weaker than Khint's.
